Steve is the State Center's Executive Director. He is also of counsel to the New York City law firm of Menaker & Herrmann LLP. Steve was Chief of the Antitrust Bureau of the New York State Attorney General's Office from 1995 to 1999. While in government service, Steve chaired several multistate antitrust working groups and acted as the states' representative in drafting the Protocol for Joint Merger Investigations with the federal antitrust enforcement agencies. In addition, Steve was lead trial counsel for the 21 state plaintiffs in the government lawsuit against Microsoft and represented a number of states in connection with enforcement of the decree against Microsoft. He also has had extensive experience in private practice as a partner in Donovan Leisure Newton & Irvine and Reboul, MacMurray, Maynard, Hewitt & Kristol. Steve holds an A.B. degree from Princeton University and a J.D. degree from Harvard Law School.
